Language shapes perception.
The term “child welfare” suggests a system designed to protect children, but in reality, it often functions as a punitive system that disproportionately polices, surveils, and separates families—especially those from Black, Indigenous, and other marginalized communities. Following the lead of impacted families—both parents and children—who have named their own experiences of surveillance, punishment, and harm, Carolina Parent Defenders intentionally uses the term family regulation system. Family regulation more accurately describes how this system operates, highlighting the need for accountability and systemic change. By speaking truthfully about this system, we honor their voices and fight for a future where families are supported, not regulated.
